Keep in mind that a specific prototype dropsuit is the same as its militia dropsuit variant in terms of total armor, shield, recharge delay and rate, speed, and all those basic attributes. The only place they differ is how many slots they have and how much CPU and PG they get. So that said, if you have a prototype dropsuit but no prototype modules to put on it then its a waste. Like wise, if you have prototype modules but no suit that has enough room to fit them it is just as much a waste. Key is to generally level these up evenly.
As far as basic vs assault, the only difference right now are the bonuses the assault suits get (press Triangle on the assault skill to view what bonuses it offers). Hopefully they will update it to include some actual differences between the basic and assault suit fittings and/or attributes. |

Assault suits get 5% shield recharge rate bonus per level and a racial variant
Amarr: 5% heat reduction on laser weaponry per level Gallente: 5% reduction of hybrid weapon CPU and PG per level Minmatar: 5% increase to sidearm clipsize per level Caldari: 3% reload speed increase per level
So in the wrong run you'll have 25% faster recharging shields and whatever racial bonus your suit is. Basic suits do not get these bonuses, but are the exact same otherwise. So it's just a matter of if you want a quick road to a prototype suit or if you want to save up for what will be better in the long run.
I would honestly love to say it is safe to assume CCP will do something to further differentiate assault suits from the basic suits, but I have no sources to confirm anything is in the works. |

Actually due to the recent skill changes, you only need the racial skill to 3 to level it up. So, you'll gain at least 15%, but up to 25% if you skill that up all the way. As said, you're talking about the basic suit frame skill which does not give a bonus. And if you're not into the bonuses then you can get into a basic proto a lot faster, but if you ever decide to go into assault (or scout or sentinel if you did light or heavy) then you have close to 1 million wasted skill points because of the way specialized suits have no other differentiating factor besides those bonuses, excluding the logi.
